Car
From the main entrance of Torres del Paine National Park, drive along the main road (Ruta 9) towards the park's internal roads. Follow the signs to Laguna Amarga and then take the road to the right towards the Lago Pehoé area. Continue on the gravel road for about 15 kilometers until you reach the intersection near Hotel Lago Pehoé. Take a left towards the 'Base Torres' trailhead. From there, follow the trail marked for Laguna Reflejo del Cielo, which is about a 2-hour hike. Make sure to check your vehicle's capabilities for the gravel roads, and be aware that parking may be limited near trailheads.

Take a bus from Puerto Natales to Torres del Paine National Park. Buses typically leave in the morning and arrive at the park entrance. Once you arrive at the park, you can use the shuttle services that operate within the park. You will want to take the shuttle to the 'Lago Pehoé' stop. From there, you will have to hike approximately 2 hours along the marked trail to reach Laguna Reflejo del Cielo. Ensure to check the shuttle schedule in advance as they may not run frequently.
