If you are starting from the Tromsø city center, head north on Storgata street towards the main bus station. Once you reach the bus station, take bus number 34 towards 'Kvaløysletta' from the bus stop right outside the station. Stay on the bus for about 15 minutes and get off at the 'Folkeparken' stop. From the bus stop, walk a short distance south on Lars Thørings veg, and you will reach Folkeparken at Lars Thørings veg 24.
